The\u00a0US$1 billion\u00a0project was designed by\u00a0COOKFOX Architects<\/a>\u00a0to be one of the most efficient and ecologically friendly buildings in the world. It is the\u00a0third tallest building in New York City<\/a>, after\u00a0One World Trade Center<\/a>\u00a0and the\u00a0Empire State Building<\/a>, and the\u00a0fifth tallest building in the United States<\/a>. Construction was completed in 2009.
